Gippsland Ports is seeking submissions, from a consulting team, to conduct a multi-stage project that examines office accommodation options and associated on land and on water infrastructure operational requirements of Gippsland Ports, Victoria Police Gippsland Water Police Squad, Victorian Fisheries Authority, the East Gippsland Catchment Management Authority, and other government agencies with a maritime and waterway remit.
Stage 1 – description
- Engage with and analyse co location opportunities for Gippsland Ports, Victoria Police, Victorian Fisheries Authority, the East Gippsland Catchment Management Authority, and other government agencies with a maritime and waterway remit.
- Analyse adequacy and suitability of current accommodation and associated infrastructure against current and projected needs, including consideration of operational requirements.
- Explore options for addressing identified shortcomings and/or for delivering improved outcomes for the respective agencies, their clients, the State of Victoria, other related agencies, and the public which includes an assessment of purpose and benefits of co-location in the analysis.
- Prepare a feasibility report which includes consideration of planning and Industrial Relations implications, summarises issues, constraints, opportunities, and risks, and provides a high-level comparative cost benefit analysis of lease / purchase/do nothing, options and recommendations of preferred option/s.
Stage 2– description
- Prepare concept designs, all-inclusive preliminary cost estimates and preliminary justification for the agreed recommended option.
Stage 3 – description
- Develop detailed concept designs, cost estimates and a business case consistent with Victorian Government policies and its Investment Management Standard.
Stages 2 and 3 will only proceed on the basis that Stage 1 investigations support colocation.

March 2024 – Project Commencement Date
June 2024 – Stage 1 Draft Report Delivery
August 2024 – Stage 1 Final Report Delivery
